Investigative works for star block heat pumps approved

  • About half of Freemans Park’s star block unit owners want permission (via licences to occupy common property) to install heat pumps, since their units lack private outdoor space for placement.

  • The Body Corporate must first complete planning and define the licence details, and owners must then agree to grant the licences to occupy, before any installations can be approved.

  • At their March 2026 EGM, owners gave in-principle support for heat pumps in star blocks, and asked the Committee to do the necessary work ahead of a future decision.


Owners of approximately half the star block units have indicated a desire to receive a licence to occupy, from their fellow owners, in relation to installing their heat pumps on Freemans Park’s common property. This is required as, unlike row houses and maisonettes, star block units do not have accessory garden units or balconies where the heat pumps could be located.


The installation of any star block heat pumps would be subject to licences to occupy being discussed and approved by owners at a future general meeting. However, before that can occur the Body Corporate needs to undertake a range of planning and works in relation to the details of the licences.

At the Extraordinary General Meeting of owners on 23 March 2026, the Committee sought in-principle support from the Body Corporate to progress star block heat pumps, so owners can be presented with the necessary information to enable them to have an informed discussion at a future general meeting.

After discussion, the Body Corporate gave its in-principle support for star block units to have heat pumps, subject to licences to occupy be agreed at a future general meeting, and requested the Committee undertake the necessary planning works for this to occur.
